As far as I know, you need to insert fund into paypal first before you can start using it. And yes, you can charge using credit cards (not sure about debit card). To withdraw, you can use PBB debit card, and if not wrong, Maybank&#039;s debit card can also be used now. 

And by using debit cards, it means to withdraw the fund to your savings account.</description>

For your problem, I think it&#039;s pretty straightforward. If you want to access the e-statement, just go to any Public Bank branch and tell them that. You should be able to get a slip for you to use online. It&#039;s not like Maybank where you can get the TAC for first time user bla bla bla. It&#039;s not that friendly unfortunately.

Otherwise, you will just have to wait for your monthly statement to arrive. I don&#039;t really get it when you said the first month is w/o statement because there&#039;s a transaction and you SHOULD get a statement from the bank. Anyway, it won&#039;t expire, so maybe you just need to wait for the statement to arrive.

For paypal code, it&#039;s totally unrelated to Public Bank so they will not entertain you for that. No point calling them for anything other than the e-statement or the statement.</description>
