On Visa debit cards, PayPal and Public Bank
I’m a user of Public Bank Visa Electron Debit card because it’s one of the 2 debit cards which can be used for PayPal fund withdrawal.
But here’s the problem I’m currently facing – I can’t register for the online account. Unlike Maybank2u which can be registered via most of the Maybank ATMs, the Public Bank online account requires you to register and get the PIN number at the branch which you’ve registered your debit card. This is very very inconvenient for me because I registered my card in Kluang, Johor (I went there while I was on vacation) but I’m based in KL.
It’s funny how such a large bank will have such old and out-of-date system. For now, it’s impossible for me to register online since I no longer go back to Kluang. I’ll just have to wait for the monthly statement or cancel it, and register at a KL branch.
Other option? There is another debit card which we can use which is from Al-Rajhi Bank but the ATMs are pretty rare in Malaysia. We do have 1 Visa debit card from Maybank but that cannot be used. As of now, Maybank has not allow international-based transaction for their debit card. So, if you think you can use that for PayPal withdrawal, don’t. It will not work yet.
Hope it helps.

Errr…what?! I am a PB electron user and as far as I know you can do it at any branch. If I’m not mistaken you need to go to the bank and fill out a form to first link your PB bank account to your debit card. Then you need to apply for PAC but before that you need to register your mobile number at the ATM. Yeah, what a hassle I know.
I had applied public bank debit card today and I heard that $5 will be charge when I withdraw cash from ATM machine (Is that true?). Is there any charge if I withdraw cash from public ATM? Can I transfer the cash from debit card to my public bank saving account and withdraw without $5 being charge? Please assist.
I got another question. I am so happy because finally I earn enough cash from my hard work. However the website requested me to key in my palpal ID before transfer to my paypal. What data should I key in? Is it my paypal user name or my paypal email or my credit card number or others? Please advice. I am so confused and scare that I might not able to get my hard earn money.
Hi Alvin,
How are you doing? Everything fine? Are you still using the PB Debit Card right now? For your info, I had registered a PB Visa Electron Debit Card since last year but never use it because of some problems occurred. Anyway, the problem right now is that Public Bank is still sending the monthly statement to me. I would like to know that do they charge any amount of monthly/ annual fees? Should I cancel it? Hope to hear from you guys soon.
Thanks.
Hey,
I’m glad to heard that you are doing well there. I didn’t expect of getting a quick replied from you. Thank you for giving me a clue to get me out of the problem. Yeah, I agreed that their promotion is great by all the time. Too bad I don’t use them. LOL.
Does the PB debit card serve as an account just like those PB saving account? Btw, I understand that it is possible for them to linked together.
Hi,
im rodent,i feel like apply an debit card from public bank
throught internet, and may i know whether debit card account are sharring the same account with my saving account ?
and there is some option on the application form which ask whether u want to go to collect card in bank or they mail to me. Please give any advice .
and is there any bank book for debit card ? or it is just a card ?
thanks Mr Alvin,
Now i get my pb bank debit card, i purposely go to apply a new account from pb which is “Plus Saving account” because they told me this account is better because it combine internet purchase and saving accound nicely. However they are no other choince so.
My purpose is to haven a clean and new account and also a debit card so it is clear and easy for me to use it with paypal and online purchas.
After this application done, i go to link this account to my PBe-bank, so i can online banking is much more convinc…
However, until now i still don’t get my paypal card verification code although i add card and my bank account to paypal, now what i need is just to get my paypal code ffrom Pbank statement right?
Im not using current account and also just using debit card, so how am i going to get the statement?
i know that through online PBebank i can get my e-statement
for my day2day debit card, but i dint see and viewable statement for a few month, so i call them pbebank , they told me i couldent get my statement for them month i apply my account, then i try to ask about the latter months e-statement, but they said havent prepare yet. so sad…
then i try to go to atm to use my dabit card to print my statement but no pp code, and also no choice of month, it print immediately i feel blur about this system.
nvm i go back and call the PBebank department to ask for the paypal code, but they say this is not their service, and ask me to call card department, then i call to card department. when calling is computer speaking first, it ask for my card number, then is the T-pin, i dont hv T-pin, then i let the computer talk continuely and dorect the line to customer service department, but i think the system got problem it keep continue the same process without help me direct the line to customer service or someone who is human and can speak. I try and try to call , but same result.
So i call to pbe-bank department and ask for what is the T-pin, and how to get paypal code again, but when she heard about paypal, she immediately ignore me, she told me this is car department stuff, you are wrong call, and … i feel like continuely ask what is the t-pin but i got no chance to ask they seem like push me away, and ask me to call the card department.
so i think another way which is using email, i email the card department, and ask for what is the t-pin, i dont hv it and im using debit card, and how to get the paypal code,
finally i get know the t-pin is for credit card only mean impossible for me to call card department because i dont hv the t-pin. And they still dint give me a direct abit kind of answer about paypal verification code, just that simple, why they cant make the easy answer about how? and where? or they dont know how too ?
so sad, i still remember the time i go to link my account for PBebank,i ask the customer service about the paypal, they also seem like dont know or never try paypal before…
and after the account link application, she ask me to use pac only you can make any payment or money transfer …
sound so kind, but this is not the answer that im asking.
Maybe i do make some mistake but not because the bank problem, if yes please tell me and tell me what to do and how you guys get ur pp code verification number?
btw may i ask about paypal withdraw fees?
i see the paypal website, withdraw fees is free when the amount is above rm400, but less than that is only 3 ringgit fees when withdraw to your account , but why some people say whithdraw to debit card ? how the money go in the card?why not just withdraw to your account since card is link to the account?
and sumore the fees is more expensive, is 10USD. Why?
thanks alvin ~
here is the link of paypal withdraw money to malaysia bank fees, i think it can be direct withdraw to our bank if no mistake, https://www.paypal.com/my/cgi-bin/webscr?cmd=_display-withdrawal-fees-outside&dispatch=5885d80a13c0db1ffc45dc241d84e953c6c47237de2bc4f5b43fafc6513a8a86
i just dont know how people do business by using paypal service since paypal charge so expensive,3.4% is the minimum, and also buyer hv to pay shipping fee and tax, mean product from online is more expensive ?
however thanks .

Do you know anyone who managed to get UOB’s VISA Electron debit card to work with Paypal? Mine wouldn’t go through so I called up KL’s UOB call center recently. I had the impression the officer didn’t know what Paypal was. She kept asking me to use my credit card if I wanted to buy things from Paypal, bwahahaha.
